Featured in the 2024 manifesto of the National Democratic Congress (NDC), the initiative will showcase a carefully curated blend of cultural, historical, and creative arts experiences. It will be delivered in partnership with the private sector, diplomatic missions, and various ministries, departments, and agencies.

In his first State of the Nation Address on February 27, 2025, President Mahama described the Black Star Experience as a major government initiative aimed at positioning Ghana as the gateway to Africa for the global diaspora.

The President further highlighted that the Black Star Experience will feature a variety of activities—including concert party competitions, film screenings, and street carnivals—designed to establish it as a distinctly Ghanaian tourism brand.

He stated, “The Pan African Month will be an integral part of the Black Star Experience, comprising street carnivals, a film week, fashion festival, food fair, theatrical and drama performances, concert party competitions, and monthly domestic tourism events.”
