The Attorney General and Minister for Justice, Dr. Dominic Ayine, has uncovered what he describes as a sophisticated fraud scheme allegedly orchestrated by Gifty Oware-Mensah, involving the misuse of National Service Scheme (NSS) allowances to secure a multimillion-cedi loan.

Speaking at a press conference in Accra on Friday, June 13, as part of the government’s anti-corruption campaign, Operation Recover All Loots (ORAL), which is currently focused on the National Service Authority, Dr. Ayine disclosed that investigations into the scandal have been completed and legal action will soon commence.

“Our investigations reveal that several ghost names were deliberately inserted into the personnel lists submitted to vendors, falsely inflating the number of service personnel,” he stated.

Dr. Ayine further explained that once vendors made payments based on these inflated lists, some NSS officials would return to the vendors to retrieve the excess funds.

“Once the payments were made, directors and staff of the National Service Secretariat would contact the vendors whose accounts had received the inflated amounts, meet with them, and retrieve the excess funds that had been fraudulently added.”

Dr Ayine further disclosed:

“For example, our investigation has conclusively established that after collecting the excess funds, some suspects — including Gaise Nyarko and Oteng — handed the money over to Osei Asibey Antwi in cash, and in some instances, deposited it directly into his bank account.”

He described a broader fraudulent scheme allegedly masterminded by Gifty Oware-Mensah, former Deputy Executive Director of the National Service Authority (NSA).

According to Dr. Ayine, “Some directors, including Gifty Oware-Mensah, devised and carried out a carefully structured plan that involved using NSS allowances as collateral to secure a loan of approximately GH₵30,698,218.69 from ADB, at an interest rate of 23 percent.”

The Attorney General further revealed that Mrs. Oware-Mensah fraudulently registered a company, Blocks of Life Consult, using personal information belonging to other individuals—without their knowledge or consent.
