President John Dramani Mahama has ordered the immediate termination of all contracts between the Government of Ghana and Strategic Mobilisation Ghana Limited (SML) following the conclusion of investigations by the Office of the Special Prosecutor (OSP).

The directive, issued in a letter signed by Dr. Callistus Mahama, Secretary to the President, and addressed to Finance Minister Dr. Cassiel Ato Forson, instructed the ministry to take swift action to end all existing agreements with SML.

This follows findings from the OSP’s probe into SML’s revenue assurance contracts with the Ghana Revenue Authority (GRA). The investigation uncovered procurement irregularities, contractual excesses, and poor value for money.

Special Prosecutor Kissi Agyebeng revealed that the contracts were unnecessary and “secured through self-serving official patronage, sponsorship, and promotion based on false and unverified claims.”

However, SML has denied any wrongdoing, maintaining that its operations were legal, transparent, and beneficial to the state. The company said it had fully cooperated with investigations and urged that discussions be based on verified facts.

In a statement, SML’s Lead Counsel emphasized, “We remain proud of the work done, the controls that governed it, and the measurable value created for Ghana.”

SML described itself as a wholly Ghanaian-owned company with no political ties, adding that its work with the GRA was based on a “risk-and-reward” structure to boost national revenue through transaction audits and petroleum measurement services.

The termination follows similar actions by the GRA in May 2024 under former President Akufo-Addo, when it ended two SML contracts and suspended others pending review. The GRA also announced plans to convert parts of the agreement into a fixed-fee model to enhance transparency and accountability.
