The Ghana Revenue Authority (GRA) has announced a one-week postponement of the controversial Energy Sector Shortfall and Debt Repayment Levy, moving the effective date from June 9 to June 16, 2025.

This decision follows strong pushback from the Chamber of Oil Marketing Companies (COMAC), which cautioned that the GH₵1-per-litre charge could lead to steep hikes in fuel prices and further burden already-strained consumers.

In response to the mounting concerns, the GRA stated that it had engaged in discussions with industry stakeholders and reached a mutual agreement to delay the implementation for a smoother rollout.

Speaking to Citi News, a GRA spokesperson said: “The association raised issues with the June 9 start date. We had a cordial and constructive dialogue with their leadership and mutually agreed to shift the commencement to June 16.”

The levy is part of the government’s broader strategy to address the energy sector’s financial deficits and repay related debts. However, its introduction has faced opposition from stakeholders who argue that there was insufficient consultation prior to the announcement, and that the levy could disrupt the already vulnerable downstream petroleum market.

According to the GRA directive signed by Commissioner-General Anthony Kwasi Sarpong, the updated rates will affect several petroleum products. For instance, the charge on Motor Spirit (Super Petrol) will rise from GH₵0.95 to GH₵1.95 per litre; AGO/Diesel and Marine Gas Oil (Foreign) will increase from GH₵0.93 to GH₵1.93; Marine Gas Oil (Local) will jump from GH₵0.03 to GH₵0.23; and Heavy Fuel Oil (Residual Fuel Oil – RFO) will go up from GH₵0.04 to GH₵0.24.

Additionally, the rate for Partially Refined Oil (Naphtha) will double to GH₵1.95 per litre.
