The Operation Recover All the Loot (ORAL) initiative has uncovered serious financial irregularities at the National Service Secretariat (NSS), with investigators identifying 22 key suspects involved in a GH¢548 million ghost names scandal.

The suspects fall into two primary categories:

  • Category A: Twelve individuals who are either current or former staff of the National Service Secretariat. These personnel are alleged to have played direct roles in inserting fictitious names into the payroll system and facilitating payments to non-existent service personnel.

  • Category B: A group of vendors and service providers who are believed to have participated in suspicious transactions linked to the scandal. These entities may have either benefited financially or acted as conduits in the laundering of the stolen funds.

Speaking on JoyNews’ PM Express on Wednesday, legal expert Dr. Justice Srem Sai revealed that this phase of the investigation focuses solely on the ghost names aspect of the broader NSS probe.

“National Service operates on multiple levels,” he explained. “There are the core administrative functions, the agricultural projects, and other service-related activities. But this particular report zeroes in on the ghost personnel issue.”

He added that investigators recently submitted their findings, leading to the formal compilation of a case docket.

“The investigators have finalized the report on ghost names,” he confirmed. “It was handed in last week. Based on that, 22 accused persons have been identified.”

This development represents just one part of a wider investigation into alleged corruption and financial mismanagement within the NSS. Further revelations and legal proceedings are expected as ORAL’s work continues.
