President John Dramani Mahama has described the ₵1 ‘dumsor levy’ as a difficult, yet necessary decision.

According to him, Ghana must seize the opportunity created by the recent appreciation of the cedi to fast-track efforts to address the country’s energy sector challenges.

He emphasized that the ₵1 energy sector levy will not lead to an increase in fuel prices.

Speaking at the Jubilee House on Tuesday during the presentation of the final report of the National Economic Dialogue 2025, President Mahama stated, “This was not a decision we took lightly. Though difficult, it is necessary and justifiable.”

He further noted, “We must leverage the recent gains from the appreciation of our currency to accelerate the resolution of our energy sector issues.”

The Energy Sector Levy (Amendment) Bill 2025 proposes a GH¢1 increase in the levy on petroleum products.

Reports indicate that this measure is expected to generate approximately GH¢5.7 billion in revenue, which will be used to reduce the country’s energy sector debt and address the persistent power outages, widely referred to as dumsor.

In a brief address to Parliament, Ato Forson stated that at least $3.7 billion is required to clear the current energy sector debt.
